Toshimichi Ōkawa, born in 1957 in Ibaraki, Japan, is a screenwriter, director and producer with a long career across Japanese film, television and anime. After graduating from the Faculty of Law at Meiji University in 1980, he began working in the film and television industry through connections with Toei Company and Blowback Productions. His professional breakthrough as a screenwriter came with Nippon Television’s classic detective drama Taiyō ni Hoero!.

Ōkawa has since worked widely across Japanese popular culture, from live action to animation. In 1989, he made his feature directorial debut with Crime Hunter: Bullets of Rage, the first Toei V-Cinema production. The film was well received in Japan and developed into a trilogy, with Ōkawa continuing as both writer and director. He currently runs the production company KOM together with Hiroshi Kashiwabara and Atsushi Muroga.
